Un calendar pentru alegerile primare europene

În luna iunie a anului trecut, încă înainte de alegerile pentru Parlamentul European, subliniam nevoia adaptării sistemului de alegeri la nivel comunitar după modelul american – You need to have European leaders who can campaign for two or three years, a bit like the American model.

Apoi, împreună cu colegii de la PSD Bruxelles, am lansat întâlniri bilaterale cu socialiştii şi democraţii din Bruxelles, încă din luna iulie 2009. Am ascultat opiniile şi informaţiile colegilor vis-a-vis de rezultatele alegerilor, din punctul lor (naţional) de vedere şi am analizat potenţialul existent. Ca o consecinţă naturală a acestor dezbateri şi schimburi de idei, pe 10 septembrie 2009 am lansat „Manifestul 2014 – pentru o Europă Progresistă”.

Ideea a prins, iar în toamna lui 2009, liderii europeni au început să înţeleagă forţa unui astfel de mecanism pentru Stânga europeană: Martin Schulz, Preşedintele Grupului Alianţei Progresiste a Socialiştilor şi Democraţilor din Parlamentul European (eveniment organizat pe 6 octombrie 2009) şi Poul Nyrup Rasmussen, Preşedintele Partidului Socialiştilor Europeni (întâlnirea din 14 octombrie 2009).

Din conversaţia avută ulterior cu Secretarul General PES, Philip Cordery, la începutul anului 2010, am dedus că modelul propus de noi coincide cu ambiţiile PES, care doreşte să convingã partidele politice socialiste şi social-democrate pentru susţinerea unui candidat unic la Preşedenţia Comisiei Europene în 2014.

Acum constat cu plăcere că cele sugerate intră în “dezbaterea socialistă”: Socialists want US-style primaries for commission president candidate. Sper din toată inima să se înţeleagă importanţa acestei posibile schimbări, nu doar pentru Stânga europeană, dar şi pentru construcţia europeană contemporană.

Calendarul pe care îl propun pentru derularea “alegerilor primare” din Uniunea Europeană este următorul:

Până pe 1 mai 2011:
Comunicare internă în rândul PES;
Dezvoltarea mecanismului de alegere a liderului de Stânga.

Până pe 1 octombrie 2011:
Depunerea candidaturilor celor care vor să candideze ca Preşedinte al Comisiei Europene din partea Stângii europene.

Până pe 1 decembrie 2011:
Validarea candidaţilor.

2012:
Campanie de fundraising din partea candidaţilor.

2013:
Desfăşurarea alegerilor primare în cele 27 de ţări membre ale UE;
Fiecare ţară are un număr de voturi egal cu numărul de voturi în Consiliu (ex. Franţa – 29, Spania – 27, România – 14, Irlanda – 7, Malta – 3).

Martie 2014:
Convenţia Socialistă Europeană care desemnează oficial liderul socialist candidat la preşedinţia Comisiei Europene.

Hi Dan ... and thank you for publicising the Campaign for a PES Primary. I was really interested in your suggestions about the possible timetable for a PES primaries selection process.

I think you are right to identify a series of stages that the process would have to take account of. In a fascinating paper for the Foundation for European Progresive Studies (FEPS), Dr Ania Skrzypek identifies three main phases:

- a nomination phase
- a selection phase, and
- a decision phase

The only comments I would make on your proposals are:

(a) while candidates will certainly have to raise funds for their campaigns (and that raises several interesting questions), 2012 would efectively be the start of campaigning by the candidates across Europe, rather than waiting for 2013.

(b) the meeting of the PES which would officially designate the successful candidate is quite late in your proposals, only 3 months prior to the election. My own preference would be for the candidate to be confirmed at the 2013 Congress/Council of the PES at the latest so as to provide sufficient time for a sustained and intensive 6 month campaign for the European elections.

Dear friend,

Thank you for your message and for the initiative. As I said, it is time for big ideas in Europe which will have an impact on the 2014 results.

The key of my proposed mechanism is open elections of a representative for the Left as a candidate for the President of the European Commission. The selection phase should be very easy, clear and transparent. The decisive line is empowerment of the members, the activists. Their choice is the most important here. If too many bodies of the Socialists come together to "elect" the leader, this is not good. In each of the 27 countries there need to be primary elections in 2013, and each country would have a winner who takes the number of the country´s votes. A more complicated election formula will be demotivating for the members.

With this procedure, we will know much earlier who the Socialist candidate is, far before the March 2014 Socialist convention. The internal campaign from 2013 would have a big impact on the whole electorate and the Convention would only be a formality. The campaign before the Convention is important, not the one after.

Soon, I will publish on this blog several messages on the sectorial impact of a primary election in the European Union. There will be an allocated approach of the impact on the activists, on the European media, on the citizens, on the European Institutions and on the PES.
